Founder & Managing Member
Della Henry founded Oakvale Government Services to bring military-grade discipline and proven business leadership to mission support and operational services. As a former U.S. Army Captain, she led personnel, managed operations, and oversaw service delivery systems in demanding, accountability-driven environments.
Her career combines military leadership with deep program and project management experience. As a PMP-certified leader, she has planned and directed multi-tier projects and programs, coordinating people, vendors, budgets, and timelines across every level of execution, from field crews to executive stakeholders. That foundation shapes how Oakvale runs every engagement: clear ownership, documented standards, and measurable results.
A PMP certification and advanced education in business administration and industrial and organizational psychology give Della a rare combination of operational rigor and organizational insight: the ability to design support systems that perform and to lead the people who run them.
